This response means you have a firewall blocking the connection. The port being used depends on what module you are using but for cPanel it would be 2086/2087, Plesk 8443, DirectAdmin 2222, etc...
  
 
And why does the status line say "waiting for {my cPanel server domain}" while I am trying to create a Virtualmin domain/virtual server?  Odd, Certainly.

The server module for Virtualmin Pro allows you to create, suspend, unsuspend and terminate accounts on a VirtualMin server. It also provides an automatic login link in the WHMCS client area for customers to use.

There is much more to say here...

There is no obvious way to import Virtualmin "Plans" to WHMCS "Packages" or vice versa. This seems an important step.
